Antipyretics for children are prescribed by a pediatrician. But there are situations of emergency care for fever, when the child needs to give the medicine immediately. Then the parents take responsibility and apply antipyretic drugs. What is allowed to give to infants? How can you bring down the temperature in older children? Which medications are the safest?

Water is hydrogen oxide, which is a liquid without color, smell and taste. This fluid is contained in the environment - in the atmosphere, in the ground, forms natural water bodies - lakes, seas, etc. Also artificial water reservoirs and reservoirs are created by humans. Their goal is to accumulate, preserve and save water, since it is this liquid that supports life on our planet, because it is in the chemical composition of the cells of living organisms.

Mankind has become accustomed to using water in all spheres of its life:

  1. For drinking and cooking (do not dehydrate the human body, as this leads to death).
  2. In agriculture (for the growth of crops: vegetables, fruits, berries, etc.).
  3. As a solvent (most often in the industrial sector).
  4. As a coolant (hot - in heating networks for heating premises, cold (ice) - for cooling in the sphere of public catering and in medicine).
  5. When extinguishing fires and fires (both in liquid form and in the form of foam).
  6. As a tool (for example, with waterjet cutting).
  7. As a lubricant (as part of emulsion greases).

Drinking table water differs from the natural. It has long been known that there is a relationship between water quality and human health. Before submitting water to apartments, it is thoroughly cleaned from microorganisms, metal impurities and harmful substances, disinfected from intestinal rods (maximum content - 3 to 1 liter of water). This operation is carried out in special treatment facilities, where the liquid is treated with special reagents - activated carbon, sodium hypochlorite, ammonia water, etc., is passed through sand filters, sedimented, filtered, clarified and fed to residential buildings.

Norms of water consumption

In our country, the norms of consumption of cold and hot water in cubic meters per average Russian are introduced. So, in the current year it is provided that, without installed meters, a person consumes in a month:

  • cold water - 6 cubic meters or 6 thousand liters (more precisely, 5.48 cubic meters);
  • hot water - 3 cubic meters or 3 thousand liters (more precisely, 3.81 cubic meters).

The calculations of the daily rate of water use by one tenant are simple: these figures should be divided into 30 calendar days of the month. Thus, a person spends a day on himself:

  • cold water - 200 liters;
  • hot water - 100 liters.

Experts recommend comparing these figures, for example, with the volume of a filled bath for bathing - 250 liters. If you do not take a bath every day and do not arrange a daily large wash, then you can save a water meter and save water for water according to its readings (the figures will be much smaller than the average for the country).

Calculation of water flow without a counter

You can calculate the water flow by yourself without using a water meter. To do this, you need a ten-liter bucket and a calculator. Preliminary it is necessary to include water at all points of consumption - washing and dishwasher, in the kitchen and in the bathroom. The bucket is filled with water (this can be done in the bathroom), while you need to mark the time, namely: for how many minutes the full bucket of water is typed.

An example of such calculations: 10 liters of water was collected for 5 minutes. So, 60 minutes (one hour) is divided into 5 minutes, it turns out 12. This number is multiplied by 10 liters, and as a result we have the calculated maximum water consumption - 120 liters per hour.

If your apartment does not have installed water meters, then the payment for its consumption is made according to the averaged tariff established by the state. This figure (tariff size) should be multiplied by the number of people registered in this living space. Such mathematical calculations are carried out for cold and hot water.

But where did the state take such norms of water consumption, which are given above (200 liters of cold and 100 liters of hot water)? The fact is that these volumes include water spent throughout the apartment building:

  • leakage in case of pipeline accidents;
  • watering lawns;
  • drains;
  • firefighting;
  • over-expenditure on apartments without installed meters;
  • leakage on the intra-house system;
  • unauthorized connections.

Such expenses are called "common needs", which are normatively established by the Government of our state in the relevant regulations.

The cost of water without a meter in 2017

The cost of one cubic meter of water is set for each region of the Russian Federation is different, it depends on the territorial location and features of the region. The structure of tariffs for the consumption of cold water includes the consumption of resources for its supply to the user:

  1. Maintenance and repair work (production services).
  2. Incomplete income.
  3. Amortization and profit.
  4. Rent.
  5. Wage fund.
  6. Materials and raw materials.
  7. Taxes and fees.
  8. The cost of buying fuel.
  9. Other expenses.

The structure of calculations of tariffs for payment for the consumption of hot water is similar.

On average in Russia, 1 cubic meter of cold water costs 10 - 30 rubles, and 1 cubic meter of hot water - 60 - 135 rubles.

For comparison: in Ufa cold water is estimated at 12 rubles 15 kopecks (per 1 cubic meter), hot - 57 rubles 16 kopecks (per 1 cubic meter), and in Moscow - cold 30 rubles 87 kopecks (per 1 cubic meter), hot - 135 rubles 79 kopecks (per 1 cubic meter).

Tariffs for water in 2017

The Government of the Russian Federation decided to raise tariffs for water use. From July 2016, the cost of water will be indexed - by 8.7%. According to the regions, the authorities also make decisions on increasing the tariffs for water use - from 30% to 60%.

The increase in the cost of water is justified by the fact that its actual consumption in apartments without an installed meter is significantly higher than the planned expense noted on the receipt for payment. As already mentioned, the payment for water is made according to the established norms, that is, by the number of people registered in the apartment (house). But in our country quite often there are situations when one resident is registered on a certain living space, but lives a few. Accordingly, unaccounted and unpaid water flow occurs. Therefore, appropriate checks will be carried out, if a violation of water use and payment is revealed, the offender expects an administrative penalty in the form of a fine.

Increase in utility tariffs in 2017   for cold and hot water supply will be hardly appreciable for the persons using counters. How to change

Absolutely different situation will develop in malicious deviators who have not yet installed water meters. Fully paid, because tariffs from 1 January will be considered according to the increased upward coefficient for all residents of the country. Housing and utilities tariffs 2017   will also change for those Russians who live in rooms where a common house heat meter is not installed.

Recall that, according to the Decree of the Government of the Russian Federation of April 16, 2013 No. 344, in the event that consumers do not have metering devices (collective or individual), if there is a technical possibility of their installation, the regulatory coefficients of consumption of communal services in residential premises will be applied.

  • From January 1 to June 30, 2015 -1.1.
  • From July 1 to December 31, 2015 -1,2.
  • From January 1 to June 30, 2016 -1.4.
  • From July 1 to December 31, 2016 - 1.5.
  • Since January 1, 2017 - 1,6.

"Mosvodokanal" plans to increase utility rates since July 1, 2017. Residents of Moscow (except Trinity and Novomoskovsk AO) will pay at a rate of 36.89 rubles per cubic meter (currently Muscovites pay 33.03 rubles for cold water, 163.24 rubles for hot water). The department stressed that the price of water is lagging behind its real rise in price.

  "Tariffs for water supply directly depend on the prices of goods and services that the water canal uses to ensure that the water in the taps is clean. If fuel prices, reagents, equipment and materials for repairs, energy and other components of the water purification and supply process increase, the water tariff will inevitably also grow, because the water canal buys all the goods and services listed above for production needs. It should be noted that the prices for the above-mentioned positions are growing much faster than the rate of growth in tariffs for water, "the Mosvodokanal reported.

Representatives of the organization also added that the rate of growth of tariffs for water was lower than inflation thanks to measures to increase the efficiency of water supply and sanitation. The increase over the past three years was half the growth in the general price level.

Tariffs for water and sewerage   are established by the state taking into account the index of changing the payment of citizens for utilities, determined for each subject of the Federation, including for the capital. The magnitude of tariff increases in 2017 will be regulated by authorized bodies of the governments of Russia and Moscow.

In addition to raising water tariffs, penalties will also be increased for the lack of water meters. To date, those who have not installed them before, pay with an increase in the coefficient of 1.4, and from January 1, 2017, the coefficient will rise to 1.5.

The government's decision to install water meters has made the installation of individual meters mandatory. Now, if the owner of the apartment has the technical ability to put a water meter, but he stubbornly ignores the proposals of the management companies, the amount of the mandatory payment will change - to a certain raising factor.

Law on the installation of water meters

Legislation 2016 on the installation of meters for water states that management companies can compute the payment for consumed water according to the norms not by the number of registered, but by the number of people living in the apartment. Even if guests are coming to visit you for a long time, you must inform the management company within five days that the amount of water users has increased. If this is not done, then the administrator can determine the number of residents himself by interviewing the neighbors.

It should be borne in mind that the installation of water meters is free of charge by law only in municipal housing. You can buy an apartment in a newly built building (this is already included in the mandatory commissioning norms), but if there are still no metering devices in your apartment in the secondary market, you are responsible for installing it and all related costs.

The duty of installing meters for water is now imputed to each owner of the dwelling. Those who ignore the law are threatened with "punishment by the ruble".

Not so long ago, a decree was issued for the installation of water meters, where the coefficients for apartments are indicated, where there are none. Thus, a step-by-step increase in the amount of payment for the water consumption standard is foreseen. In the beginning it is 10%, then 20%. Then the stage is expected to increase by 40 and 50%, and the biggest turn - since 2017 - by 70%. Agree that it is more advantageous to install a meter and pay for actually consumed water than "mythical" surcharges.


Legislation 2016 on the installation of meters for water allows utilities to strengthen control over negligent payers. Take into account that now the water canal has the right to limit the water supply to the apartment only a month after the appearance of the debt. And only three months after the first debts, the Vodokanal has the right to completely turn off the apartment and sue the owner of the house to pay off the debt in a compulsory manner.

But it is worthwhile to know that the financial penalties do not fall on those who have no physical possibility to put a meter in the apartment. But also this statement should not be unfounded - it is necessary to invite the representative of the management company, to show him the condition of the pipelines. It is the specialist who can draw up an act in which the impossibility of installing the meters will be indicated. However, with the next repair, it is better to plan the installation of counters, since in this case you will be able to pay significantly less for water.

  - hot water 4,745 cubic meters;
  - cold water 6,935 cubic meters;
  - Wastewater (sewage) 11.68 cu.   (the amount of consumed hot and cold water during the month 4,745 + 6,935 = 11,68 cubic meters)

A government resolution has been prepared with increasing coefficients, increasing the cost of water consumption without CPU at times. Andrei Chibis   , Deputy Minister of Construction and Housing says that in the first half of 2016, if a person did not put the meter, and the technical ability to deliver, then the standard per person will be added coefficient three, as if three more live, and after July - coefficient five.
  But these are still plans, the RF Government's decrees on higher ratios have not yet been adopted.
